The second Wednesday of each January marks the convening of the Virginia General Assembly. For the following forty-five or sixty days—depending on the year—legislation is debated, passed, delayed, or defeated. An increasing number of businesses and associations realize the value of having an advocate at the General Assembly to protect their interests.

FirstChoice Consulting, LLC was founded in 2002 by Charles R. “Chuck” Duvall, Jr. and W. Scott Johnson, Esquire. Mr. Duvall and Mr. Johnson have lobbied the Virginia General Assembly for a combined period of over 70 years. Through FirstChoice Consulting, Chuck and Scott represent HCA Hospitals, IBM, Comcast, Deloitte, Bristol Casino, Golden Piedmont, Greenwich Biosciences, and Services Corporation International.  In addition, Chuck and Scott have governmental affairs clients through their own businesses, Hancock, Daniel & Johnson, PC and Lindl Corporation.

Mr. Duvall is the principal of Lindl Corporation, which has provided lobbying and public affairs expertise to a diverse client base since the 1970s. Mr. Duvall’s current clients range from 7-Eleven, Inc. to the Virginia Dental Association to the Virginia Wine Wholesalers Association.

Mr. Johnson is a founding partner of the law firm of Hancock, Daniel & Johnson, PC. Mr. Johnson’s experience in advocating his clients’ positions has involved issues ranging from energy issues, health care reform and business regulation. Mr. Johnson’s clients currently include the Medical Society of Virginia, Comcast, Virginia Biotechnology Association, International Paper Company and Amgen, among others.

Our government relations team is managed by Tyler S. Cox, a 25 year plus veteran of the political process having worked for the Virginia Hospital and Healthcare Association and managing their political action committee HOSPAC. We are also supported by an in-depth administrative staff. This strength enables us to execute quickly, and keep our clients constantly up to date.

During each General Assembly session, our team can be found at the State Capitol every day or in a virtual subcommittee or committee; however, advancing our clients’ positions begins long before the start of the legislative session. Our team interacts and maintains close relationships with Virginia’s 140 legislators throughout the year. This dedication and constant communication have produced resounding results for our clients over the years. We make but one promise to clients: “We will not be out worked.”
